Incident at Exhibition Hall

I was involved in an incident at the DESC homeless shelter at about 4:35pm on 5.12.2020 with one of the homeless clients.  The incident started in the restroom (cussing and threats) and progressed to directly in front of DESC staff (Residential Counselor).  The man was not wearing a mask or respecting the 6’ distancing rule will yelling at me that he was going to “fuck up my face” and calling me a “fucking faggot”.  That was at a distance of about 2 to 3 feet and I could feel moisture on my face from the yelling.  I was subsequently instructed to ‘try to avoid him at the shelter’.
I have been having problems with him for over a year which started at the ‘Armory’ (Space Needle).  I reported him to the security staff (ESL) for his behavior of cussing and spitting at homeless people at the Armory.  In particular, he was targeting mentally-ill homeless women and wouldn’t tolerate them sitting anywhere close to him.  He had particular areas of the Armory that he chased people away from.  The little alcove by Seattle Fudge was one.  The area around Ceres and the “Confectional” was another.  Both places he used for charging electronics using outlets that were off limits to the public.  I was one of the people chased-off by him.  The security staff (ESL) promptly solved the problem.  Well, at least for the inside of the Armory for most of the homeless.  He targeted me a few times since them.  For a year he has continued with cussing and spitting at certain homeless outside between the Armory and the Queen Anne Food bank (Catholic Church).
I have had quite a few problems with him at the “Queen Anne Shelter” (DESC) with him cussing and spitting and verbal threats, particularly with profane orders to stay away from him.  That shelter held 80 to 100 people and it has been difficult to stay ‘spitting-distance’ away from him.  He has escalated the attacks against me in particular. I have has numerous problems with him outside the shelter.  I have also had problems with him at certain bus stops.  He uses the Rapid-line D bus to go to a storage bin on 15th Ave W (just south of the Fire Station) while I frequently go to the Interbay P-patch for volunteer work.  Last week he was at the Pike Market Senior Center for breakfast, so he must be over 55 years old.
He is about 5’5” tall, light build, greyish hair, Spanish speaking with an accent while using English.  He rides a red ‘Mountain bike.  The cot he uses at that Exhibition Hall looks like #62.  My cot is #30.

Notes:  The downtown police headquarters for the SPD is currently closed to the public.  I spent one full day (5.13.2020) trying to file a crime report at the SPD.  Their online website has restrictions on what type of crime can be reported on-line.  This one does not fit the website crtiterea.
I am much more afraid the Seattle Police Department than I am of the guy on cot #62 so I don't see any reason to pursue the problem using 'help-from-the-government'.

I learned this in the early '70's working on the railroad in Kansas.  It came from native-america 'gandy-dancers' who learned English in BIA schools.  In particular, the slogan was used in reference to the quasi-goverment, quasi-corporate entity of AMTRAK.
